Born in 1926 in Uran, Raigad district, D. B. Patil emerged from humble beginnings to become a prominent political figure. A five-time MLA from Panvel and a former Member of Parliament, Patil was deeply committed to the rights of landowners and villagers whose lands were acquired for building Navi Mumbai in the 1970s and ’80s.

At a time when large-scale urban planning displaced thousands, Patil championed fair compensation** and rehabilitation for farmers. His efforts led to the introduction of the 12.5% developed land scheme, ensuring displaced families received developed plots in return for their land—a first in Indian urban policy.
In 2022, following strong public demand and political consensus, the Maharashtra government announced that the Navi Mumbai International Airport would be named after him. The move recognized not just a leader, but the spirit of justice, activism, and accountability he represented.
