City and Industrial Development Corporation of Maharashtra Ltd. (CIDCO)
The City and Industrial Development Corporation of Maharashtra Ltd. (CIDCO) has announced a 12 month traffic management plan for the Sion Panvel Highway and adjacent routes in the Navi Mumbai region, coinciding with the start of the 1.763 km underground link-tunnel project between Kharghar and Turbhe (estimated cost ≈ ₹2,100 crore).
Starting 20 November 2025, traffic diversions will be in place until 16 November 2026 to accommodate the construction zone and maintain smoother flow for commuters Key elements of the plan include:
- Conversion of the Pune-bound service road from Sawan Knowledge Park to Delta Stellar at Shiravane as a one-way route for all vehicles.
- Rerouting vehicles from Uran Phata via Punyagiri MIDC, and directing traffic from Nerul and Shiravane through either the service roads or main carriageway based on destination.
- Closure of the underpass between Shiravane village entrance and the MIDC area for the entire year.
CIDCO expects the tunnel link to reduce travel time between Turbhe and Kharghar from around 40 minutes to just 10, and relieve significant congestion on the Sion Panvel corridor.
Commuters are advised to follow the designated alternative routes, allow extra travel time during the diversion period, and observe signage placed by the traffic police. Emergency services, government and essential-vehicle movement will be exempt from diversions. The plan underlines CIDCO’s commitment to long-term mobility improvements while managing interim disruptions efficiently.
